Maybe you can take a look at MySQL Query Brower.

It is pretty easy to work with. I think it's worth to take a look to see if it satisfy your needs.

Just give the the read permissions to the users.

There is a browser on the right and when clicking on a table it creates the select query.
You can provide your accound managers with pre-saved SQL script to query the database.

You can export to different format: csv, html, xml, excel
